Assembly Correspondent, Nkem Nwaeke reports that the highpoint of the
plenary presided over by the Speaker, Rt Hon Monday Igbuya was the
passage of a bill to amend the Delta State Structure for Signage and
Advertisement Agency law 2015.
The Majority Leader of the House, Hon Tim Owhefere had in two separate
motions moved to bring in the amendment bill for legislative action as
well as it first reading and were unanimously adopted.
Hon Owhefere thereafter in another set of motions moved for the
suspension of orders 77, 78 and 79 to allow for the third reading and
passage of the bill.
Although the motion was adopted some members, including Hon Oboro
Preyor, Patani and Hon Samuel Mariere, Ughelli North One, sought for
further information on what was being amended.
The Speaker explained that it was a one-line amendment of the law
earlier passed by the house and that the amendment only affected session
Nine of the law, noting that the motion by the Majority Leader for the
suspension of the relevant sections of the house rule was in order.
The third reading of the amendment bill was adopted following a voice vote.
The Speaker in his opening remarks at the commencement of sitting
congratulated Mrs Shola Daibo of the Accord Party for her victory at the
just concluded Warri South One Constituency bye election to fill in the
vacant Warri South One Constituency seat occasioned by the death of Hon
Omawumi Udoh who had represented the constituency in the house.
Hon Igbuya also commended the state governor, Dr Ifeanyi Okowa and other
political leaders in Delta South Senatorial district for the peaceful
conduct of the bye election, disclosing the victorious member elect will
be sworn in this week.
The Speaker condemned the recent killings in the Abraka axis of the
state following the activities of Fulani herdsmen, urging the state
governor and the security agencies to bring the situation to normalcy.
He recalled that the house had earlier passed resolutions on the issue,
maintaining that the house resolutions still stands and stressed that to
give the matter the desired attention.
