The approval followed the adoption of the report of the House Committee
on Finance and Appropriation on the fiscal strategy paper at plenary of
the house.
The motion for the adoption of the finance and appropriation committee
report was moved by the House Majority Leader, Honourable Tim Owhefere
and was unanimously carried.
The Vice Chairman of the committee, Hon Tonye Timi had while presenting
the report recalled that the Delta State Fiscal Strategy Paper, FSP for
2017-2019 was received by the house on Tuesday, 25 of October 2016 and
committed to the committee for further legislative works.
He said that the committee discovered that the FSP was an economic
framework, key to the preparation of the state budget, including update
of both historical and current factors affecting budget implementation.
The lawmaker stated that the FSP is the first step in the budget
presentation circle, disclosing that the document equally gave
projections and indications of income and expenditure for a period of
three years.
Hon Timi stressed that after thorough analysis of the document the
committee agreed with the projection made by the executive, hence the
recommendation that the document be approved by the house in order to
facilitate it use for the preparation of the state 2017 budget.
Also adopted for further legislative action was the report of the
committee on Agriculture and natural resources on a bill to amend the
Delta State Agricultural and Rural Development Authority Law 2006.
Presenting the report, the Chairman of the Committee, Hon Evans Iwhurie
said the committee tried to understand the justification of the
amendment proposed in the various sections in the principal law and made
some recommendations.
The lawmaker further explained that it was observed that the main aim of
the amendment is to correct some grey areas in the principal law geared
towards actualizing the dream of the state government in agriculture.
Meantime, a bill for a law to provide for Private Participation in
Forestry Development and for Establishment of a Forestry Trust Fund in
Delta State has passed first reading on the floor of the state house of
Assembly.
The bill is being sponsored by Hon Evans Iwhurie, Ethiope East and seven others.
