The passage followed its second reading at plenary presided over by the Speaker Honourable Monday Igbuya.
Opening debate on the bill, the majority leader of the house, Honourable
Tim Owhefere said the Delta State Schools of Nursing and Midwifery bill
was first introduced in the fifth Assembly.
He stated that the bill had passed first, second and third readings with
sound deliberations of all the various sessions by the fifth Assembly
but the bill could not receive the governor's assent before the end of
that assembly.
Hon Owhefere noted that the bill was reintroduced as a matter of
necessity as the Schools of Nursing and Midwifery in the state require
legal backing to get full accreditation.
The lawmaker explained that the schools provide manpower for the health
sector in the state, hence the need to encourage their growth and
development.
The submission of the house majority leader was supported by the member
representing Ughelli North one constituency, Honourable Samuel Mariere
who maintained that the bill do not required much further debate as the
nitty gritty were extensively discussed in the fifth assembly.
Hon Mariere said the bill was passed by the fifth assembly but the
governor was unable to give his assent due to time, stressing that the
House should give it accelerated hearing by suspending relevant rules to
enable it pass third reading.
Following the request by the Ughelli north one lawmaker, the majority
leader, Hon Tim Owhefere moved for the second reading and was adopted.
Owhefere in another motion moved for the suspension of order 77,
subsection 1 and 2 to enable the house to immediately take the third
reading and passage of the bill.
The motion, seconded by Honourable Peter Onwusanya, Oshimili South and was unanimously adopted.
